Mireille Osei
Four years on an energy regulator’s appeal panel, reading the files from the other side.
Working on now
Network investment programmes, where the board has to commit before the connection queue is settled.
Biography
Mireille sat on an energy regulator’s appeal panel for four years. She read what utilities filed when a tariff decision was challenged, and she saw which files held up. Most of the weak ones did not fail on the numbers. They failed because nobody had written down the alternatives, so the panel could not tell whether the company had weighed them or skipped them. She came to Plenary to build that record before the challenge, not after it. Early on a file she asks one question: if a regulator reopens this, which page do you hand them first? She works with utility boards on tariff decisions and network investment, and she chairs most handover sessions in her sector.
